Biography:
Mary Wintch began her federal career as a presidential management intern working for the Defense Logistics Agency Headquarters in Washington, D.C. She transferred to the Department of Navy to work with the innovative China Lake Human Resources Demonstration Project. Afterwards, she supervised staff at the Naval Ship Weapons Systems Engineering Station and Seal Beach Naval Weapons Station in Southern California.
Mary was then appointed the Human Resources Operations Chief for the US Department of Agriculture’s marketing and regulatory programs, where she also provided HR support for the U.S. Merit Systems Protection Board. She returned to her roots in Utah to serve as the Forest Service Human Resources Officer for Utah National Forests. After her department consolidated HR, she provided HR policy and special project support for the national office. She was instrumental in developing and implementing a new automated HR staffing system for the Forest Service and USDA.
After retirement from the Forest Service, Mary became involved with local government and currently serves as a Manti City councilmember and board member for the Utah League of Cities and Towns. Mary holds a Bachelor of Fine Arts from Utah State University and a Master of Public Administration from Brigham Young University.
